[BRLTTY] Permission denied when running brltty-config

Hi!
I am not very familiar with debian.
I used it 10 years ago but has become more intrested now these days as windows makes me go crazy.
However the brlapi.key contains text but it didn't really made any sense to me.
There were a bunch of digits and that was all.
What is the chkconfig tool suppose to do?
