[BRLTTY] Permission denied when running brltty-config

That's fine that brlapi.key doesn't make sense :)  It is just a special 
password that only your user(not the other users on the system) is supposed 
to be able to read.

I am not very familiar with debian.
I used it 10 years ago but has become more intrested now these days as 
windows makes me go crazy.
However the brlapi.key contains text but it didn't really made any sense to 
me.
There were a bunch of digits and that was all.
What is the chkconfig tool suppose to do?
