That's exactly as it should be.

It allows you to control which init scripts are run when the system boots, and
hence which daemons are started.

I would suggest reading the relevant sections of a book on Linux system
administration, for example the Debian Administrator's Handbook
(http://www.debian-handbook.info/).

If you're using Ubuntu or Fedora, the boot systems will be different (Upstart
and Systemd, respectively), and the procedure for ensuring that BRLTTY is
started during the boot sequence may be different. In general, though, try
chkconfig, as it is supported by most distributions.
