IIRC it is used to distinct the dash from a hyphenation dash, i.e.
it shouldn't word wrap if quoted. Also IMHO (not 100 % sure about it)
the quoted and unquoted hyphens could be typed as a different
characters by various TTF backends (long and short hyphen)
