[BRLTTY] Compiling in windows : Cython Not Found

Hi Dave,
With the latest code it gives some compilation error related to
'revisionidentifier'. it is attached

make install INSTALL_ROOT="/brlttyjundev11"   > MAKELOG  2>&1
