To be honest, I don't even remember, since I haven't worked on this for
probably half a decade, and I don't even have a windows box off hand to
check.  README says

- to install the libusb-win32 filter, fetch it from
  http://libusb-win32.sourceforge.net/

so that's where it is, there is an installation section there.
