Having details helps for sure. The file used to be named control-latin.tti, but
it was renamed to ctl-latin.tti a while back so that its name would be unique
in the first eight characters (for DOS).
A question I have, therefore, is why would you have the old files still lying
around. It's harmless enough, of course, but it does lead to this kind of
confusion.
You may also want to make use of a feature that was introduced a while back
(it's in 5.3.1 for sure). It's a way to make user customizations without
modifying the released files. You can read more about it in README.Customize,
but I'll tell you how to use it.
If there's a file that you'd like to make your own copy of, place your copy of
it into /etc/xdg/brltty/. If this directory doesn't already exist then create
it. In your case, the file you'd like to have your own modified copy of is
ctl-latin.tti.
