[BRLTTY] configuring brltty as a screenreader

Unless you are using gnome, you don't need pulseaudio, if this is the
case maybe I can help, as this is what I have.  Now I use hardware
speech, but I have used software speech before, using speechd-up and
speech-dispatcher.
