[BRLTTY] could this be a bug?

I'll test both of those with the new code. I'll disconnect the display
and reconnect it. I'll then restart the computer with the display
connected so that orca can start while it's connected. I'm using orca
built from the git sources, and I just updated a few minutes ago.
