From the Tables/ subdirectory of the 5.3.1 tarball.

I don't use a Debian-based system so I'm not all that familiar with the 
intricacies of the inner workings of apt-get. Perhaps the tables are marked as 
configuration files, and, therefore, some extra step needs to be taken to get 
them if /etc/brltty/ already exists (just a wild guess).

Are the time stamps of the files directly in /etc/brltty/ old, or are they 
current? If they're current then, just maybe, apt-get is installing the tables 
into the wrong place.

Maybe Samuel can be more helpful since he knows a lot more about Debian than I 
do.
