[BRLTTY] brltty for nvda

There is already a portable version of brltty, it's the .zip file
available on the download page. NVDA can implement starting it, they can
for instance document that the portable version of brltty be unpacked
within the directory of the portable version of NVDA, so NVDA knows
where it is to start it.
