[BRLTTY] Speech Rate (in Profiles)

Hi

I am using the speech dispatcher audio driver and would like to set the speech
rate for a particular language to a lower speed, e.g.
`speech-parameters sd:Language=fr,Rate=15`.
Judging from the sample BRLTTY configuration and from
`Documents/speech-parameter.csv` in the sources, I suppose this parameter
isn't yet supported. Could this parameter be added, please?
