Ywes, there is. Execute the follwing command either as root or via sudo:

   systemctl set-default multi-user.target

This is okay. It means that the RPI4 is configured the old way, wherein the first 6 VTs are text and VT7 is graphial. With that configuration, VT8 is indeed not in use.

So either start by switching to the previous VT (which would switch you from VT7 to VT6), or use RightShift+RoutingKey1 (to switch to VT1).

By the way: I think I now know why I'm not seeing packets being transferred. I think we can safely assume that the brltty package on the RPI4 sets things up the right way. This'd mean that the mere act of connecting the braille deivce via USB automatially starts brltty. Then, when you manually run brltty, that starts a second instance. With the first instance already running and having claimed the device, the second instance can't claim it. So try not manually running brltty. I bet you'll find that you see the startup message anyway.
