[BRLTTY] cursor problem

The cursor being on the capital sign of a capital letter or the number sign 
of a number is consistent with other screen readers and notetakers I've 
used. That means Jaws, PAC Mate and WindowEyes. (I'm not quite as sure about 
WindowEyes but I don't remember noticing any difference.)
