Not really, it's a very old documentation. It is essentially about the
brlapi part of brltty only, so it's not a general documentation about
drivers in brltty.

I'd advise taking one of the existing drivers as an example, and grow
your driver from that. Drivers/Braille/Skeleton shows the structure, and
you can take VideoBraille/braille.c as an example of driver.
