Let's start from the beginning.

Is Liblouis installed properly? If you run the command line tools that come
with it, does it produce braille? I haven't looked at liblouis yet, but these
are general points to consider.

Next, make sure that BRLTTY and Orca are cooperating, i.e., without liblouis
in the configuration, BrlAPI should enable braille support to function
correctly within Orca.

Next, configure Orca to load liblouis. I'm not sure how best to test this,
but, basically, you want to know whether Orca finds the library.

That should be enough to get started.
