It's very easy to setup a repository, yes, a Makefile containing

all:
        dpkg-scanpackages . . | tee Packages | gzip > Packages.gz

is all you need.  Putting the debs on backports.org is however the
canonical solution, so if somebody takes the time to build backported
packages he should rather put them there.
