[BRLTTY] Speaking text when it appears on screen

There's no way, today, to do that although Mario has written a pager named caret which you could use. This being said, I can imagine an addition to brltty which would more or less give us this.

We could add Speak Iserted Lines to Autospeak. If enabled, autospeak would remember the previous line and track that content. If there's nothing to autospeak on the current line, i.e. if the current line has remained unchanged, then look upward for what the previous line used to be and speak all new lines between that location and the current line.

this wouldn't be perfect but it might be close enough.
