[BRLTTY] Adding support for new HumanWare devices

Hi all!

My name is Étienne Carrier and I'm a software developer at HumanWare. I'm currently working on our braille products like the NLS eReader, the APH Mantis and our latest devices the Brailliant BI 40X and the Brailliant BI 20X.

While speaking with David Tseng from Google about compatibility issue with Chrome OS and the new BI 20X and BI 40X, he pointed us at BRLTTY as the place to start to add support for our new devices on their OS.

I've pulled the repo and started working on a patch to add support for the BI 40X. I was able to make it work and and connect my BI 40X on a tty (using HID), but it's laggy when compared to my BrailleOne and it disconnects with no apparent reason from time to time. I'm starting to think I might have missed something somewhere, so I'm contacting you for some assistance to get started on working on the project. As I don't know if I'm allowed to make a pull request on GitHub, I'm sending you a patch for the work I currently have done on the project so you're able to see what I've added. If you'd prefer that I open a PR on GitHub, I'll gladly do that.
